Heat the oil in a large pan over medium heat. Add the ground beef and break it apart.
Add the onions, parsley, rosemary, thyme, salt, and pepper. Stir well and cook for 6-8 minutes. Drain the grease.
Add the Worcestershire sauce and garlic and cook until fragrant. Add the flour and tomato paste and stir to combine.
Add the beef broth and frozen peas and carrots. Bring everything to a boil and cook for 3-5 minutes.
Pour the meat mixture into a 9×9 or 11×7 baking dish and spread the mashed potatoes over the filling.
